An inquiry has been initiated to investigate charges against Dr. Azmat Gowher Khan, CMO GMC Baramulla

 



On 6 October 2026, the department issued Government Order No. 741-JK(HME) of 2026, ordering a regular departmental inquiry (RDA) against Dr. Azmat Gowher Khan(also spelled Azmat Gowhar Khan), Chief Medical Officer (CMO), Government Medical College (GMC) Baramulla.

- Inquiry Officer: Abdul Gani Raina, In-charge Chief Medical Officer, Baramulla.

- Presenting Officer: Khursheed Ahmad Damnoo, Accountant, GMC Baramulla.

- Main allegation: Whether Dr. Khan’s directorship in M/s Clinnova Healthcare Pvt Ltd (from 23 May 2020 to 12 June 2020) violated Rule 10 of the J&K Government Employees (Conduct) Rules, 1971.

- The inquiry will also examine:

  - Dr. Khan’s claim that the association was inadvertent and arose from a matrimonial dispute (with no mala fide intent).

  - Authenticity of documents submitted in his defence.

  - Verification reports from the Anti-Corruption Bureau (ACB) and the Drug Control Officer.

  - Draft Articles of Charge, Statement of Imputations, and Gist of Evidence.

- Proceedings will follow Rule 33 of the J&K Civil Services (Classification, Control and Appeal) Rules, 1956. Dr. Khan will be given a full opportunity to present his defence, inspect documents, and cross-examine witnesses.

- The Inquiry Officer must submit a reasoned report within 30 days, stating whether the charges are proved, not proved, or partly proved, and recommend appropriate departmental action (under Rule 30 of the CCA Rules). The report should also assess whether any lapse was deliberate misconduct or a technical/procedural violation without mala fide intent.


This is a departmental (service-rules) inquiry, not a criminal prosecution at this stage. Multiple local outlets (Greater Kashmir, Kashmir Life, Daily Excelsior, Kashmir Reader, etc.) reported the same order on 6–7 October 2026.
