J&K Legislative Business to Go Digital Through NeVA Portal From September 21
Jammu/Srinagar, September 1, 2026: The Government of Jammu and Kashmir has directed that all legislative business of the Jammu and Kashmir Legislative Assembly will be processed and managed through the National e-Vidhan Application (NeVA) Portal from the upcoming Autumn Session, commencing on September 21, 2026.
The directive was issued by the Department of Law, Justice and Parliamentary Affairs through Circular No. 13-JK(LD) of 2026 dated September 1, 2026.
Under the new system, legislative matters including Government Bills, legislative proposals and amendments, replies to Legislative Assembly questions, assurances, notices, references and other related documents will be submitted, received and processed electronically through the NeVA Portal.
All Administrative Departments have been asked to access their respective NeVA login accounts on a daily basis and ensure that legislative business is handled within the prescribed procedures and timelines.
The concerned departments have also been directed to ensure that documents uploaded on the portal are complete, duly authenticated and correspond to the approved version of the relevant proposal or document.
Each department will designate a Nodal Officer/NeVA Coordinator to coordinate with the Legislative Assembly Secretariat and the Department of Law, Justice and Parliamentary Affairs and handle legislative business received through the portal.
The government has further instructed departments to make necessary arrangements before the commencement of the session to ensure a smooth transition to the electronic system and prevent delays.
The move marks a significant step towards paperless and digitally managed legislative functioning in Jammu and Kashmir.
