J&K Government Constitutes Committee to Examine Career Progression Issues of Kashmiri Migrant Employees


Srinagar, August 20, 2026: The Jammu and Kashmir Government has constituted a high-level committee to examine issues related to the career progression of employees appointed under the Hon’ble Prime Minister’s Package for Kashmiri Migrants and employees of the J&K Relief Organization (DMRRR).

The decision was taken through Government Order No. 1419-JK(GAD) of 2026, issued by the General Administration Department on August 19, 2026.

The committee will be headed by the Administrative Secretary, General Administration Department, as Chairman. The Administrative Secretary, ARI & Trainings Department, Administrative Secretary, Department of Law, Justice & Parliamentary Affairs, Relief & Rehabilitation Commissioner (M), J&K, a representative of DMRRR not below the rank of Additional Secretary to the Government, and any other member co-opted by the Chairman will serve as members.

Terms of Reference

The committee has been tasked with examining the existing service conditions, cadre structures, recruitment rules and promotional avenues applicable to employees appointed under the Prime Minister’s Package for Kashmiri Migrants and employees of the J&K Relief Organization.

It will also identify and suggest measures to address issues causing stagnation or other impediments to the career progression of these employees.

In addition, the committee will assess the financial, administrative and legal implications of the proposed measures and suggest amendments to relevant rules wherever necessary for effective implementation of its recommendations.

The committee has been directed to submit its report along with recommendations within one month from the date of issuance of the order.

The order was issued by M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department, by order of the Government of Jammu and Kashmir.
